Submersible Heaters

-Betta submersible heater?
Currently I have a small stealth 7.5W heater for my Betta tank 2.5 g, but only in the inspection of my room before going on spring break, the floor supervisor saw it and I chewed without saying that the university guidelines prohibit electrical submersible (Although it is designed to be under water.) Is there a heater that can be located underneath the tank and remain effective? Thank you.
Unfortunately, under Tank heaters are extremely unstable. need to turn lights off at night, causing very temp fluctuations. I do not know what to say unless they can hide in some way or just start out before the inspection room.
