I'm getting 50 watt aquarium heater, how many liters of tank should be?

I am also getting a 200L / H filter.Since bettas do not like strong water flow, the tank will have to be more than 200L?

Your heater is rated for a tank that is 37-40 liters, provided there is a difference between room temperature and the temperature you want in the tank. If the room is considerably cooler, get a small tank so that the heater not work as hard. Check your filter more – have a way to adjust the flow rate, the 200L / H is the maximum. In addition, a filter is meant to turn the water above (run through the filter) 5-10 times the tank volume per hour, so a 200L / H filter is designed for a 20-40 liter tank.
